My idea is that immediately after the cash depot job in the prologue of GTA V, the kids were briefly separated from their parents, with Jimmy being sent to a boarding school. It doesn't seem like much of a stretch to think that 'DeSanta' wasn't their first alias, in fact it may even be hinted it by some dialogue in which Amanda says, 'Townley or DeSanta or whatever the fuck our last name is now,' (or something to that effect). Furthermore, they don't that. They both are slightly overweight, have similar features, and they look to be about 7 or 8 years apart, which would line up pretty well with the cash depot job. Also, it may be of note that Bully has a lot of in-game arcade games, and what's Jimmy DS's favorite passtime? And Michael and Amanda obviously had the money to send him away to school.
